I also like LinkedIn Answers for more detailed / technical questions. And Yahoo Answers is great for questions (especially technical) for which I just don't know where the answers might be. Neither are perfect in the quality of answers, but they are helpful starting points.

For many Open Source/Free Software apps, try IRC. If you connect to irc.freenode.net, there are many many channels for many open-source apps. There are plenty of more generalized channels too!

One of the best examples is ExpertsExchange. I use it frequently and there are a lot of helpful people in there. It helps a lot to have expertise organised by subject area, and most of the time I find that someone else has asked the same question in the past. The key differentiator is that it is moderated and contributed to by genuine subject experts. There is significant risk in the public "lazyweb" that you will pick up inappropriate, inaccurate or even bad advice. (I have no connection with ExpertsExchange other than being a subscriber).

You make some great points about tapping into your social network. I agree with you about motivating your readers to help answer questions too. Great post.
